The document pointed out that the consolidation and upgrading of rural power grids should be promoted and rural renewable energy should be developed. The 20th National Congress of the Communist Party of China drew a grand blueprint for comprehensively promoting the great rejuvenation of the Chinese nation through a Chinese path to modernization. In building a modern socialist country in an all-round way, the most arduous and burdensome task still lies in the countryside.The once-in-a-century changes unseen in the world are accelerating. China's development has entered a period in which strategic opportunities and risks and challenges coexist, and there are more uncertain and unpredictable factors. It is of vital importance and brooks no failure to hold fast to the fundamentals related to “agriculture, rural areas, and farmers”. The CPC Central Committee believes that we must persevere in addressing issues related to “agriculture, rural areas, and farmers” as the top priority of the entire Party's work, We should mobilize the efforts of the whole Party and society to comprehensively promote rural revitalization and accelerate the modernization of agriculture and rural areas. A strong country must first strengthen agriculture, and only when agriculture is strong can the country be strong. We should base ourselves on the national conditions and agricultural conditions, embody Chinese characteristics, and build an agricultural country  with strong supply guarantees, advanced technology and equipment, robust management system, resilient industries, and strong competitiveness.

To do a good job in the work related to "agriculture, rural areas and farmers"  in 2023 and for a period of time in the future, we should adhere to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th National Congress of the CPC, thoroughly implement General Secretary Xi Jinping's important exposition on the work related to "agriculture, rural areas and farmers" , uphold and strengthen the Party's overall leadership over the work related to "agriculture,rural areas and farmers", adhere to the priority development of agriculture and rural areas, adhere to the integrated development of urban and rural areas, strengthen scientific and technological innovation and institutional innovation, and resolutely uphold the bottom lines of ensuring food security and preventing large-scale relapse into poverty.   Solidly promote the key work of rural development, rural construction, rural governance, accelerate the construction of a strong agricultural country, build a beautiful and harmonious countryside that is desirable to live and work in, and lay a solid foundation for getting off to a good start in building a modern socialist country in all respects.

一、Pay close attention to the stable production and supply of grain and important agricultural products

(一)We should make every effort to do a good job in grain production. To ensure that the national grain output remains above 1.3 trillion catties, all provinces (autonomous regions and municipalities directly under the Central Government) should stabilize the area, focus on yield per unit area and strive to increase production as much as possible. Consolidate the foundation of food security on all fronts, strengthen the material underpinnings for our efforts to boost grain production through farmland management and the application of technology, and improve the mechanism for ensuring farmers profit from growing grain and local governments shoulder the responsibility for grain production. We should launch a new drive to increase grain production capacity by 50 million metric tons. Carry out the establishment of fields with a per-unit yield of one metric ton of grain. Promote the development of multi-cropping grain production in southern provinces and encourage places with conditions to develop ratooning rice. Support the implementation of"one spray three prevention" for wheat. Implement the project of increasing the per-unit yield of corn. We will continue to raise the minimum purchase price of wheat, reasonably determine the minimum purchase price of rice, stabilize rice subsidies, and improve contingency plans for ensuring the provision of agriculture supplies at stable prices. We will refine the mechanism for giving incentives to major grain-producing areas and increase the scale of incentive funds for major grain-producing counties. We will gradually expand the implementation scope of full-cost insurance and income insurance for the rice, wheat and corn. We will implement the high-quality grain project well. Encourage the development of grain order production to realize high quality and high price. Take strict precautions against "cutting green and destroying grain". Strictly assess the responsibility system for   cultivated land protection and food security of provincial Party committees and governments. Promote the introduction of Food Security Guarantee Law.

(二)Intensify efforts to expand soybeans and oilseeds. Further promote the project to enhance the production capacity of soybeans and oilseeds. We will steadily promote the strip compound planting of soybeans and corn, support the crop rotation of grain and soybeans in Northeast China and Huang-Huai-Hai region, and steadily develop and utilize saline-alkali land for planting soybeans. We will improve subsidies for corn and soybean producers and implement the pilot projects soybean of full-cost insurance and planting income insurance. Coordinate comprehensive support measures for oilseed rape, carry out crop rotation of rice and oilseed rape, and vigorously develop and utilize winter fallow fields to plant oilseed rape. Support the development of woody oil plants, implement the three-year action to accelerate the development of oil-tea camellia industry, and implement the tasks of expanding the planting of oil-tea camellia and transforming low-yield and low-efficiency forests. Deeply implement the action to reduce and replace feed soybean meal.

(三)Develop modern facility agriculture. Implement the action to promote modernization of facility agriculture. Accelerate the development of centralized rice seedling raising centers and intensive vegetable seedling raising centers. Accelerate the construction of grain drying facilities, cold storage facilities for agricultural products at the origin, and cold chain logistics facilities. Concentrate on promoting the renovation and upgrading of old vegetable facilities. Promote the transformation and upgrading of large-scale livestock and poultry farms and aquaculture ponds. On the premise of protecting ecology and not increasing the total amount of water used, explore scientific utilization of Gobi and desert to develop facility agriculture. Local governments are encouraged to grant credit discounts to the construction of facility agriculture.

(四)Build a diversified food supply system. Adopt an all-encompassing approach to food, speed up the construction of a diversified food supply system that integrates grain, economic crops and forage, combines agriculture, forestry, animal husbandry and fishery, and develops simultaneously plants, animals and microorganisms, and formulate implementation plans in different fields. We will build high-quality, water-saving, high-yield and stable-yield forage production bases and accelerate the development of grass industries such as alfalfa. Vigorously develop silage and accelerate straw breeding. Develop planting and breeding under the forest. We will further promote the transformation and upgrading of grassland animal husbandry, rationally utilize grassland resources, and promote rotational grazing. Scientifically delimit restricted areas and develop large-surface ecological fishery. Construct modern marine pastures, and develop deep-sea aquaculture such as deep-water cages and aquaculture vessels. Cultivate and strengthen edible fungi and algae industry. Strengthen the supervision of food safety and quality and safety of agricultural product, and improve the traceability management system.

(五)Coordinate the regulation and control of grain and important agricultural products. Strengthen the construction of emergency guarantee capacity for grain. Intensify supervision in the field of reserves and purchases and sale. Implement the overall responsibility of the province for stable production and supply of hogs, and strengthen the regulation and control of hog production capacity mainly based on breeding sows. Strictly access the system of city mayors assuming responsibility for the “vegetable basket”. Improve the target price policy for cotton. Continue to implement the subsidy policy for the promotion of superior varieties and good methods of sugarcane. Improve the supportive policies for natural rubber. Strengthen the regulation and control of the production, storage and transportation of agricultural materials such as chemical fertilizers. Give full play to the role of international trade in agricultural products and thoroughly implement the diversification strategy of agricultural products imports. We will carry out in-depth grain conservation actions, promote savings and loss reduction throughout the entire chain, and improve the normalization and long-term working mechanism. Advocate a healthy diet.

二、Strengthen agricultural infrastructure construction

(六)Strengthen the protection and usage control of cultivated land.  Rigorously manage the balance of cultivated land occupation and compensation, implement a mechanism where departments jointly carry out the acceptance and evaluation of supplementary cultivated land and a "review by cities and counties, recheck by the provincial level, and social supervision" mechanism, to ensure that the amount of supplementary cultivated land is equal, the quality is equal, and the production capacity does not drop. 
Strictly control the conversion of cultivated land to other agricultural land. Explore the establishment of a control mechanism for cultivated land use, clarify the priority of utilization, strengthen dynamic monitoring, and carry out pilot projects in an orderly manner. Increase the utilization of abandoned farmland. Do a good job in the third national soil census.

(七)Strengthen the construction of high-standard farmland. Complete the annual task of new construction and upgrading of high-standard farmland, focus on shoring up weak links in soil improvement, farmland irrigation and drainage facilities, promote high-efficiency and water-saving irrigation in a coordinated manner, and improve the long-term management and protection mechanism. Formulate an implementation plan for gradually building all permanent basic farmland into high-standard farmland. Strengthen the protection of chernozem soil and comprehensive management of sloping farmland. Strictly crack down on soil destruction behaviors such as illegal digging of chernozem soil and catching earthworms by electricity. We will strengthen the technological breakthrough in improving the production capacity of arid and semi-arid cultivated land and red and yellow soil cultivated land, Continuously promote the transformation from mainly treating saline-alkali land to adapt crops to selecting and breeding more salt-tolerant plants to adapt to saline-alkali land, and do a good job in pilot projects for comprehensive development and utilization of cultivated land reserve resources such as saline-alkali land.

(八)Strengthen the construction of water conservancy infrastructure. We will solidly promote the construction of major water conservancy projects and speed up the construction of the backbone network of the national water network. Accelerate the construction and modernization of large and medium-sized irrigation areas. Implement the construction of a number of medium and small-sized reservoirs, and the projects of water diversion, and emergency water sources for drought relief. Strengthen the construction of farmland water conservancy facilities such as the connection between the field canal system and the backbone project of the irrigation area. Support key areas to carry out comprehensive treatment of groundwater over-exploitation and promote in-depth water conservation and control in agriculture in the Yellow River Basin. Develop efficient water-saving dry farming in arid and semi-arid areas. Strengthen the construction and management of flood storage areas, governance of small and medium-sized rivers, prevention and control of mountain torrent disasters, accelerate the implementation of reinforcement of small and medium-sized reservoirs and safety monitoring of small reservoirs. Deepen the comprehensive reform of agricultural water price.

(九)Strengthen the capacity building of agricultural disaster prevention and mitigation. Study and carry out a new round of  census of agricultural climate resources and agricultural climate zoning. Optimize and improve the layout of the station network for agricultural meteorological observation facilities, and release agricultural meteorological disaster information by region and disaster type. Strengthen the construction of defence system against drought and flood disasters and the guarantee of disaster prevention and relief of agricultural production. We will improve the monitoring and early warning network for diseases, pests and epidemics of animals and plants at the grassroots level. We should Do a good job in the regular prevention and control of major animal diseases such as African swine fever and the source prevention and control of key zoonotic diseases. Improve the comprehensive prevention and control level of forest and grassland fires in key areas.

三、Strengthen agricultural science and technology and equipment support

(十)Make breakthroughs in key agricultural technologies. Adhere to the industrial demand orientation, build an agricultural science and technology innovation system with distinct echelons, division of labor and collaboration, and moderate competition, and accelerate the breakthrough of cutting-edge technologies. Support the construction of national laboratories, national key laboratories, manufacturing innovation centers and other platforms in the agricultural field, and strengthen the construction of basic and long-term observation experimental stations (points) in agriculture. We will improve the stable support mechanism for basic research in the field of agricultural science and technology.

(十一)Deepen the implementation of seed industry vitalization actions. Complete the national census of agricultural germplasm resources. Establish a precise identification and evaluation mechanism for germplasm resources with open collaboration and sharing application. We will fully implement major projects in biological breeding, firmly promote the national breeding joint research and livestock and poultry genetic improvement programme, and accelerate the cultivation of new varieties such as high-yield and high-oil soybeans, short-fertility oilseed rape and saline-alkali tolerant crops. Accelerate the industrialization pace of corn and soybean biological breeding, expand the scope of pilots in an orderly manner, and standardize planting management

(十二)Accelerate the R&D and promotion of advanced agricultural machinery. Intensify R&D of large-scale intelligent agricultural machinery equipment, small machinery and horticultural machinery suitable for hilly and mountainous areas. Support integrated application of Beidou intelligent monitoring terminal and auxiliary driving system. We will improve the subsidy policy for the purchase and application of agricultural machinery, explore subsidy methods linked to the quantity of work, and local governments should fulfill their statutory expenditure responsibilities.  

(十三)Promote the green development of agriculture. Accelerate the popularization and application of fertilizer reduction and efficiency improvement technology of agricultural inputs, promote the integration of water and fertilizer, and establish and improve the collection, utilization and treatment system of agricultural wastes such as straw, agricultural film, pesticide packaging waste, livestock and poultry manure, etc. Promote the construction of pilot zones for green agricultural development and observation and experimental bases. Improve the crop rotation and fallow land system. Strengthen the prevention and control of heavy metal pollution at the source such as cadmium in agricultural land soil. Strengthen the safe use and risk control of contaminated cultivated land. Establish a monitoring system for agricultural ecological environment protection. We will introduce regulations governing ecological protection compensation. Strictly enforce the system of moratorium on fishing, implement the ten-year fishing ban on the Yangtze River, and consolidate the achievements of resettlement and guarantee for fishermen who retired from fishing. We will continue to carry out the Mother River recovery action and scientifically implement the comprehensive improvement of rural rivers and lakes. Strengthen the construction and reconstruction of silt dams on the Loess Plateau. Strengthen protection and restoration efforts of grasslands. Consolidate the achievements of returning farmland to forests and grasslands, and implement relevant subsidy policies. Strictly crack down on the illegal introduction of alien species, implement key actions to prevent and control major invasive species that cause serious harm, and strengthen the standardized management of "exotic pets" trading and release.

四、Consolidate and expand the achievements in poverty alleviation

(十四)Firmly hold the bottom line against large-scale relapse to poverty. Compacting all levels of responsibility to consolidate and expand the poverty alleviation achievements, so as to ensure that efforts will not be relaxed and deviation will not occur. Strengthen dynamic monitoring to prevent returning to poverty.  Development-oriented assistance measures shall be implemented for monitoring households with labor ability and willingness. We will improve the hierarchical and classified social assistance system and do a good job of guaranteeing the bottom line. Consolidate and improve the achievements of "three guarantees(have access to compulsory education, basic services and safe housing)" and drinking water safety guarantee.

(十五)Strengthen the endogenous development momentum of poverty-stricken areas and people who have been lifted out poverty. We will take increasing the income of the people who have been lifted out of poverty as the fundamental requirement and accelerating the development of poverty-stricken counties as the main direction of attack, pay more attention to increasing people’s confidence and enriching their knowledge, focus on industrial employment, and constantly narrow the income gap and development gap. 

The proportion of the central government's subsidy funds for promoting rural vitalization in the convergence period used for industrial development is striving to increase to over 60%, focus on shoring up weak links in technology, facilities, marketing,etc. Encourage qualified farmers in poverty-stricken areas to develop courtyard economy. Carry out various forms of consumption assistance in depth, continuously promote the establishment of consumption assistance demonstration cities and production demonstration areas, support poverty alleviation areas to build regional public brands. 

The operational assistance projects supported by financial funds and assistance funds should improve benefit affiliating mechanism to drive farmers to increase their incomes. Manage and use the  assets of poverty alleviation project well. Deepen labor cooperation between the eastern and western regions,  implement key actions to prevent the return to poverty through employment, and ensure that the employment scale of laborers who have been lifted out of poverty remains stable at over 30 million. Continue to operate employment assistance workshops and other industrial assistance projects. 

Give full play to the role of rural public welfare posts in guaranteeing employment. Carry out in-depth the "Dewdrop Project +" employment promotion action. In the key counties for receiving  national assistance for rural revitalization, implement a batch of key projects to shore up weak links and promote revitalization, and implement the "group-style" assistance for medical and educational cadres and talents in depth, so as to give better play to the role of resident village cadres and scientific special commissioners in industrial assistance. We will carry out in-depth special actions to consolidate the achievements of poverty alleviation through relocation and special actions to provide employment assistance to relocated people.

(十六)Stabilize and improve the policy of assistance. Implement the policy for effectively connecting the consolidation and expansion of the key achievements of poverty alleviation with  rural revitalization. Carry out monitoring and evaluation on the development effectiveness of key counties assisted by the national rural revitalization strategy. Maintain the credit supply in poverty-stricken areas without reduction, and do a solid job in micro-credit for poverty-stricken people.

Increase financial support for assistance projects in accordance with the principle of marketization. Deepen the collaboration between the eastern and western regions, organize economically developed counties (cities and districts) in the eastern region to carry out joint actions to promote revitalization with poverty-stricken counties, and drive poverty-stricken counties to undertake and develop more labor-intensive industries. 

Continue to do a good job of paired assistance from the central unit, adjust and improve the pairing relationship. Deepen the  "10,000 Enterprises Revitalizing 10,000 Villages" initiative. Study the regular assistance mechanisms for low-income rural residents and underdeveloped areas after the transition period.

五、Promote High-quality Development of Rural Industry

(十七)Enlarge and strengthen the processing and circulation of agricultural products. Implement actions to improve the agricultural product processing industry, support family farms, farmers 'cooperatives, micro, small and medium-sized enterprises to develop primary processing of agricultural products in producing areas, and guide large agricultural enterprises to develop intensive processing of agricultural products.

Guide agricultural product processing enterprises to sink to the producing areas, concentrate in the parks, and build agricultural product processing industrial parks in the main producing areas of grain and important agricultural products as a whole. We will improve the backbone network for the circulation of agricultural products, transform and upgrade the wholesale markets for production areas, distribution centers and sales sites, and lay out and construct a number of suburban warehouse bases.

Support the construction of cold-chain distribution centers at the production areas. Coordinate epidemic prevention and control and the market supply of agricultural products to ensure smooth logistics of agricultural products.

(十八)Accelerate the development of modern rural service industry. Comprehensively promote the construction of county-level commercial systems. We will speed up the improvement of e-commerce and express logistics distribution systems in countries, townships and villages, build county-level collection and distribution centers, promote the integrated development of rural passenger transport, freight and express mail service, vigorously develop new modes such as joint distribution and instant retail, and promote the cold-chain logistics service network to sink to rural areas.

Develop rural life services such as catering and shopping, culture and sports, tourism and leisure, elderly care and childcare, information intermediary. Encourage qualified areas to develop new energy vehicles and green smart home appliances to the countryside.

(十九)Cultivate new industries and new formats in rural areas. Continue to support the establishment of strong agricultural industrial towns, modern agricultural industrial parks and advanced characteristic industrial clusters. Support the construction of national demonstration parks for the integrated development of rural industries. Deeply promote the construction of agricultural modernization demonstration zones.  Implement the plan of enabling rural revitalization through cultural industries. 

Implement boutique project of rural leisure tourism to promote the upgrading of rural homestays. Deeply implement projects of the "digital commerce to promote agriculture" and "Internet +" agricultural products leaving from villages to cities, encourage the development of agricultural products e-commerce direct procurement, customized production and other modes, and build live e-commerce base for agricultural and sideline products. Improve the standardization and regularization level of clean vegetables, central kitchens and other industries. Cultivate and develop prefabricated food industry.

(二十)Cultivate and strengthen the industries that benefit local people in counties. We will improve the spatial layout of county and village industries, enhance the industrial carrying capacity and supporting service functions of county towns, and enhance the agglomeration function of key towns.  Implement the project of "One County, One Industry" to strengthen counties and enrich people.

We will Guide labor-intensive industries to transfer in a gradient manner to the central and western regions and counties, and support large and medium-sized cities to distribute related industries and supporting enterprises in surrounding counties. Support national High-tech Zone, Economic Development Zone and Agricultural High-tech Zone to jointly host county industrial parks.

六、Create More Channels For Increasing Rural Incomes

(二十一)Promote the employment and income growth of rural residents. Strengthen the implementation of various policies to help ease enterprises’ burden and keep their payroll stable, strengthen the inclination to stabilize employment for micro, small and medium-sized enterprises, and stabilize the employment of migrant workers. Promote the upgrading vocational skills of migrant workers. Improve the monitoring and early warning mechanism for wage payment of migrant workers. Safeguard the employment rights and interests of over-age migrant workers. 

Accelerate the improvement of the rights and interests protection system for flexible employment personnel. Strengthen the construction of entrepreneurship parks for those returning to and entering rural areas,and rural entrepreneurship incubation and training bases. In key government-invested projects and agricultural and rural infrastructure construction projects, we will promote work-relief programs and appropriately increase the proportion of labor remuneration.

(二十二)Promote efficiency in agricultural operations. We will carry out in-depth actions to promote the new types of agricultural business, support family farms to set up farmers 'cooperatives, cooperatives to set up enterprises according to development needs, and drive small farmers to cooperate in operation and increase income together. 

We will implement actions to promote agricultural socialized services,  vigorously develop socialized services such as substitute farming and planting, substitute management and collection, and full-process trusteeship, encourage the construction of regional comprehensive service platforms, and promote the efficiency development of agriculture through saving cost, improving quality, and marketing. Guide the orderly circulation of land management rights and develop moderate scale operations of agriculture. 

Summarize local experiences such as "combining small fields into large fields", and explore ways to gradually solve the fragmentation problem in combination with farmland construction and land remediation under the premise of farmers 'voluntary participation. We will improve the guidelines for social capital investment in agriculture and rural areas, and strengthen the supervision of the whole process of capital introduction, use and withdrawal to the countryside. 

We will improve the qualification examination, project review and risk prevention system for social capital to obtain land management rights through transfer, so as to effectively safeguard farmers 'interests. Adhere to the separation of agricultural services from government affairs and social enterprises, and continue to deepen the comprehensive reform of supply and marketing cooperatives.

(二十三)Give farmers more adequate property rights and interests. Deepen the reform of the rural land system, take concrete steps to confirm rights, steadily granting more rights, and invigorating the use of rights in an orderly manner, and farmers can share more of the dividends of reform. Study and formulate guidance on the pilot work of extending rural land contracts by another 30years upon the expiration of second-round contracts. 

We will steadily and prudently promote the pilot reform of the rural homestead system, figure out a clear knowledge of the actual situation, speed up the confirmation, registration and certification of homesteads integrating houses and land, strengthen standardized management, properly resolve the problems left over from history, and explore effective ways of achieving the separation of ownership rights, contract rights, and use rights for rural residential land. 

Deepen the pilot project of rural collective construction land for commercial use entering the market, and explore effective mechanisms to distribute revenue from the appreciation of land values that takes into account the interests of the state, rural collective economic organizations and farmers. Guarantee the legitimate land rights and interests of farmers who settled in cities and encourage voluntary transfer of land with compensation in accordance with the law. 

Consolidate and upgrade the achievements of the reform of rural collective property rights system, construct an operation mechanism with clear property rights relations, scientific governance structure, stable operation mode and reasonable income distribution, and explore diversified ways such as resource contracting, property leasing, intermediary services and asset participation to develop a new type of rural collective economy.

We will improve the supervision system for rural collective assets. Safeguard the legitimate rights and interests of women in rural collective economic organizations. Continue to deepen the reform of the collective forest tenure system. Deepen the pilot demonstration of comprehensive rural reform.

七、Solidly Promote the Construction of a beautiful and harmonious countryside that is desirable to live and work in.

(二十四)Strengthen village planning and construction. Adhere to county-level overall planning, support villages with conditions and demands to prepare village plans by region and category, and reasonably determine village layout and construction boundaries. Incorporate village plans into the catalogue of village-level deliberation and consultation. Standardize and optimize the administrative division setting in rural areas, and strictly prohibit to withdrawing and merging villages and building large communities against the will of farmers.

Promote the comprehensive land consolidation in the whole region with township as units. Actively revitalize the stock of collective construction land, give priority to meeting the demands of farmers 'residences, rural infrastructure, public service spaces and industrial land, and issue policy guidelines on land use for rural revitalization.

Formulate guidelines for improving village appearance, improve village style based on local characteristics, regional characteristics and ethnic characteristics, and prevent large-scale demolition and construction, and the blind construction of archways, pavilions and corridors to "pile up bonsai". 

We will implement a demonstration of centralized and contiguous protection and utilization of traditional villages, and establish and improve systems of traditional villages for investigation and identification, pre-review of withdrawal and merger, and disaster prevention. Formulate guidelines for building rural areas with basic modern living conditions.

(二十五)Solidly promote the improvement and upgrading of rural living environment. Intensify the renovation of the public space in villages and continue to carry out village cleaning operations.  Consolidate the achievements of the investigation and rectification of problems related to rural household toilets, and guide farmers to renovate toilets indoors. Strengthen the construction and maintenance of rural public toilets.

Focusing on villages and towns with concentrated populations and surrounding villages of water source protection zones, promote the  treatment of rural domestic sewage in a classified and stepwise manner. Promote the classification and reduction of rural domestic waste at the source, and timely clean up and dispose of it. 

Promote the nearby and local resource utilization of toilet waste, perishable garbage and organic waste. Continue to carry out the patriotic health campaigns.

(二十六)Continue to strengthen rural infrastructure construction. Strengthen the maintenance and safety management of rural roads, and promote the integrated construction of supporting facilities, industrial parks, tourist attractions and key rural tourism villages along the routes. 

We will promote the construction of large-scale water supply projects in rural areas and the standardized transformation of small-scale water supply projects, and carry out special actions to improve water quality. Promote the consolidation and upgrading of rural power grids and develop rural renewable energy. 

We will support the renovation of dilapidated buildings and anti-seismic retrofit in rural areas, basically complete the investigation and rectification of potential safety hazards in rural houses, and establish a whole-process supervision system. Carry out demonstration of modern livable farm house construction. Deepen the implementation of digital rural development actions and promote the R&D and promotion of digital application scenarios.

Accelerate the application of big data in agricultural and rural areas, and promote the development of smart agriculture.  Implement the responsibility for the management and protection of public infrastructure in villages. Strengthen the basic capacity building for rural emergency management, and carry out in-depth governance of risks and hidden dangers in key areas such as rural transportation, fire protection, and self-built houses for business operations.

(二十七)Enhance the capacity of basic public service. Promote the sinking of basic public service resources and focus on strengthening weak links. Promote the high-quality and well-balanced development of compulsory education in counties and improve the running level of rural schools. Implement the policy of living subsidies for rural teachers. 

We will promote county-level coordination of medical and health resources and strengthen the capacity building of medical and health care and medical security services at the village and township levels. Coordinate to solve the problems of salary distribution and treatment guarantee for rural doctors, and to promote the professionalization and standardization of rural doctors.  Improve the ability to prevent and control infectious diseases and deal with emergencies in rural areas. 

Do a good job in the prevention and control of COVID-19 in rural areas, ensure that all relevant responsibilities are fulfilled, strengthen medical security for key groups such as the elderly, children, the sick, the disabled and pregnant women in rural areas, and maintain the health and normal production and living order of rural residents to the greatest extent. Optimize the review and confirmation process of subsistence allowance to ensure that eligible people in difficulty "insured as they should be".

Deepen rural social work services. We will accelerate the construction of regional elderly care service centers in villages and towns, and promote elderly care services such as day care, mutual-assistance elderly care, visiting care and dining halls for the elderly. We will implement plans to improve the quality of rural women, strengthen the protection of minors in rural areas, improve the social security and service systems for disabled persons in rural areas, and care for persons with mental disabilities.

八、Improve the rural governance system led by the Party organization

(二十八)Strengthen the political and organizational functions of rural grassroots party organizations. Highlight the clear orientation of focusing on the grass-roots level, strengthen the responsibility of county-level party committees to promote the improvement of the township and village, and further promote the Party building to boost rural revitalization.

Comprehensively train and enhance the ability of the leadership teams of towns and villages to promote rural revitalization.  Deploy competent first secretaries and work teams to villages, and strengthen the assistance provided by the sending units to the linked villages. Carry out the rectification of corruption and style problems in the field of rural revitalization. 

Continue to carry out city and county inspections, promote the effective connection between grass-roots discipline inspection and supervision organizations and village affairs supervision committees, and strengthen all-round management and regular supervision of village cadres. 

Conduct centralized training for rural Party members in phases and batches. By setting up posts and responsibilities, we will give full play to the vanguard and exemplary role of rural Party members.

(二十九)Improve the effectiveness of rural governance. Adhere to the Party building to lead rural governance,strengthen the functions of the three-level governance system of county, township and village, compact responsibilities at the country level, promote the expansion of power and empowerment in villages and towns, and consolidate the foundation at the village level. 

Comprehensively implement the system of county-level leadership team members visiting villages in townships, township leadership team members visiting joint villages, and village cadres visiting households frequently. Improve the villagers' self-governance mechanism led by the Party organization and fully implement the "Four Discussions and Two Public Disclosures" system. 

Strengthen rural education on the rule of law and legal services, and carry out the establishment of "democratic and law-based demonstration villages (communities)" in depth. Adhere to and develop the "Fengqiao Experience" in the new era, and improve the mechanism for multiple prevention, mediation and resolution of social contradictions and disputes. Improve the grass-roots governance platform with grid-based management, refined service and information support. 

Promote the normalization of cracking down gang crime in rural areas. We will carry out special actions to crack down on illegal and criminal offense related to gambling in rural areas. Crack down on illegal and criminal offenses that violate the rights of rural women and children in accordance with the law. We will improve and popularize practical and effective governance methods such as the points system, the list system, digitization, and handling complaints immediately upon receipt. Deepen the pilot construction of rural governance system and organize the establishment of national rural governance demonstration villages and towns.

(三十)Strengthen the construction of spiritual civilization in rural areas. We will carry out in-depth publicity and education on socialist core values and continue to carry out publicity and education activities in rural areas to be loyal to the Party, thankful to the Party and follow the Party. 

Deepen the creation of spiritual civilization among the rural masses, expand the construction of civilized practice centers in the new era and county-level convergence media centers, and support rural self-organized mass cultural activities. 

Pay attention to the construction of family, family education and family traditions. Deeply implement the inheritance and protection project of farming culture, strengthen the protection and utilization of important agricultural heritage. Run the Chinese Farmers' Harvest Festival well. 

We will promote the formulation of norms for changing social traditions and customs in accordance with local conditions in various places, strengthen the binding role of village rules and regulations, take the lead in demonstration by Party members and cadres, and carry out solid special treatment of outstanding problems in key areas such as high-priced bride price and large-scale operation. Promote the reform of funeral customs in rural areas.

九、Strengthen policy guarantee and innovation in institutions and mechanisms 

(三十一)Improve the multi-input mechanism for rural revitalization.  Insist on regarding agriculture and rural areas as a priority area for general public budget guarantee, and compact the investment responsibility of local governments. Steadily increase the proportion of land sale revenue used in agriculture and rural areas. Eligible rural revitalization projects will be included in the scope of local government bond support. Support the establishment of rural revitalization funds in a market-oriented manner. 

We will improve the linkage mechanism between government investment and financial and social investment, encourage the bundling and packaging of qualified projects to be implemented by market entities according to regulations, and leverage financial and social capital to invest more in agriculture and rural areas in accordance with market principles. 

We will make good use of policies such as re-lending and rediscount, differentiated reserve requirements, differentiated financial supervision and assessment, etc. Promote financial institutions to increase loans in fields related to rural revitalization and focus on ensuring the demand for credit funds for food security. 

Guide the credit guarantee business to tilt toward the filed of agricultural and rural areas, and give full play to the role of the national agricultural credit guarantee system. Strengthen the sharing of agricultural credit information. Give full play to the role of multi-level capital market in supporting agriculture and optimize "insurance + futures". Accelerate the reform of rural credit cooperatives and promote the structural reorganization of village banks. Encourage the development of fishery insurance.

(三十二)Strengthen the construction of rural talent team. We will implement the Rural Revitalization Talent Support Program, organize and guide talents in education, health, science and technology, culture, social work, spiritual civilization construction and other fields to serve at the grass-roots level, and support the cultivation of talents in urgent need and shortage. 

Implement high-quality farmer cultivation program, carry out rural entrepreneurship leader cultivation action, improve training effectiveness. Vigorously develop vocational education oriented to rural revitalization, deepen the integration of production and education and school-enterprise cooperation. We will improve the incentive mechanism for urban professional and technical personnel to serve countryside regularly, and give appropriate preference in terms of job promotion and title evaluation for those who have served the countryside for a long time. 

Guide urban professional and technical personnel to work part-time and receive dual salaries in rural areas and start businesses after leaving their positions. Those who meet certain conditions and return to rural areas for employment and entrepreneurship are allowed to settle in their places of origin or places of employment and entrepreneurship.

We will continue to implement the free training program for rural order-oriented medical students, the "targeted teacher training plan", the "special post plan" and the "national training plan" for teachers, and implement the special plan of "rural doctors for college students". Implement women's action for rural revitalization and youth talent development action.

(三十三)Promote the integrated development of urban and rural areas in counties. We will improve the institutional mechanisms and policy systems for integrated urban-rural development, and facilitate the flow of production factors between urban and rural areas.Coordinate the planning and construction of urban and rural areas in counties, promote to shore up areas of weakness in the process of county urbanization, and strengthen the construction of municipal and service facilities in central towns. 

We will further promote the citizenship of rural migrant workers in counties, and establish and improve a mechanism for basic public services that linked to the permanent residents population and provided by the permanent residence. Do a good job in providing financial services for migrant workers. 

Gradient allocate public resources in counties, townships and villages, develop urban and rural school communities, close medical and health communities, and elderly care service consortium. Promote overall urban-rural construction and management of universal service facilities such as power supply, gas supply, telecommunications and postal services in counties. Promote the extension of municipal pipe network and rural micro-pipe network to household in areas with conditions. Solidly carry out the creation of rural revitalization demonstration.

The key to doing a good job in rural affairs well and realizing rural revitalization lies in the Party. Party committees and governments at all levels should earnestly study, publicize and implement the guiding principles of the 20th National Congress of CPC, learn and thoroughly understand General Secretary Xi Jinping's important expositions on the work of "agriculture, rural areas and farmers", put the work of "agriculture, rural areas and farmers" in a prominent position and deliver a good performance in it, and constantly improve the level of work related to "agriculture, rural areas and farmers". 

Strengthen the construction of work style, Party cadres, especially leading cadres, should firmly establish the mass viewpoint, implement the mass line, go to the grassroots level more often and be more down-to-earth with masses, and vigorously conduct extensive research and studies. Give full play to the main role of farmers and mobilize their enthusiasm, initiative and creativity to participate in rural revitalization. Strengthen the concept of system, solve the dilemmas and difficult problems in the work of "agriculture, rural areas and farmers" as a whole, and ensure the timing, intensity and effect in work. 

Deepen the rectification of various formalism, bureaucratism and other problems in rural revitalization, effectively reduce the burden of grass-roots evaluation and inspection, filling in forms and reporting numbers, and leaving excessive traces. Promote grass-roots units to focus their main energy on development, governance and practical things for the masses. 

We will fully implement the responsibility system for rural revitalization, adhere that CPC secretaries at five levels are all responsible for rural revitalization, carry out the performance assessment of rural revitalization strategy as a whole and carry out the assessment and evaluation of the effective connection between consolidating and expanding the achievements of poverty alleviation and rural revitalization. The situation of promoting rural revitalization through strengthening Party building should be an important part of the assessment of the secretaries of Party committees at the city, county and township levels in their job reporting and evaluation of grassroots Party building. 

Strengthen statistics and monitoring of rural revitalization. Formulate plans for accelerating the construction of a strong agricultural country, make overall planning and systematic arrangements to link up with existing plans, and steadily advance in stages with solid steps.
